FIFA president Gianni Infantino stated his support for an expansion of the tournament from 32 up to 48 teams during an appearance at Harvard University on 3 October 2019, with 16 groups of 3 proposed as a likely format if such an expansion were approved. On 10 January 2020 however he suggested that any potential expansion could instead happen at 2026 or 2030 rather than 2022 due largely because “it seems more realistic” given logistical issues surrounding an expanded tournament being held in Qatar.
